Isn't it because if the engine has stopped there's a chance the brake pressure might fall as it's using ABS, so it puts the handbrake on which is electronic.

I think it comes down to the capabilities of your phone and the charger you use. I have a Sony XZ Premium which has QuickCharge 3 built in, I picked up a QuickCharge 3 lighter adapter. If it's anything like the aux heater in my current A5 it's just electric elements that warm the air in the vents when the engine temp is low, so you get warm air before the engine has warmed up.

Is there still a launch control counter on the ECU?

I know Audi models with DSG/S-Tronic/Whatever have this, and if you go above the limit, bye bye warranty.
