That is Skoda being cheap. The load cover on my current Honda has an extra extending strip of material that pulls forward from the metal bar, and clips on to the 2nd row headrests. I found the gap in the load cover makes sense when the cargo barrier is used as well. The gap means I can use the load cover without removing the cargo barrier.
