I fail to understand the physics here. A halogen bulb does not send light out forwards and has a reflector built into it to prevent this. Instead a halogen bulb is a simple filament which sends light sideways and backwards so that all the light that leaves the headlight is as a result of reflection ...

There are many people fitting replacement bulbs in ignorance of the fact that they don't comply with the law and there are others who just don't care about the legalities.
